I do not know what to call this technique. Do you? I was inspired by a swap card at convention last week in Salt Lake City. I will post the card below and if it is yours, please let me know so I can give you credit. I am not sure how your sample was done so I did my own take on it. I cut a piece of cardstock 4 inches wide by maybe 1.5", then I just put down strips of the In Color Washi Tape and folded the excess to the back. My top layer of white cardstock was 4" x either 4.75' or 5", and I just did a wavy cut with my paper snips, then spread these two pieces apart and put dimensionals on the back to pop this layer up. One card I embossed the top piece with the Stars Embossing folder, and the other I left plain. My "Celebrate" is stamped with the retiring Blackberry Bliss ink. Finished both cards off with the bling of the Basic Rhinestones!
